通过对《建设项目环境影响后评价管理办法(试行)》《建设项目环境保护事中事后监督管理办法(试行)》的发布背景、意义以及相关内容和要求进行分析,指出当前建设项目存在环保基础管理薄弱、未严格落实环保"三同时"制度、环境监测(控)计划落实不到位、环境信息公开机制不健全、环境应急预案可操作性不强等问题,提出开展环保专项治理、加快建设项目的环境影响后评价工作、强化建设项目环境现状管理、强化建设项目全生命周期的环保管理、加快落实建设项目环境监测(控)计划、强化环境信息常态化公开机制、加强环境应急管理、加强地下水和土壤环境管理、密切跟踪国家生态红线划定进展等对策建议。
